Was it because he disagreed with the Washington Administration, who refused to say Russia and Putin were responsible for the Nerve agent attack on Sergei Skripal a former spy and his daughter, in the UK? or disagreements in the past? That can certainly be pondered at length. According to Fox News, Samuel Chamberlain, The Secretary, says "The poisoning clearly came from Russia" and "certainly will trigger a response." It's doubt full that Secretary Tillerson, would just be speaking willy nilly. A new Secretary has already been name and the first woman, Gina Haspel is now the new CIA Director.
